The proposed bill 68325, which was adopted in May 2023, allows the Department of Health (DOH) to hire specialists such as cardiologists, pulmonologists, and nephrologists, for the care of migrant workers and their dependents in hospitals. This document opens up the possibility of inviting foreign experts in fields that are lacking at the local level, for consultations and treatment of patients.
In addition to this, the bill allows hospitals to send their personnel for extended medical training, as well as attendance at both local and international medical conferences, with the approval of the Department of Health. Moreover, it allows for the implementation of programs for preliminary medical examinations before going overseas for work and a medical assistance and repatriation program for returning workers.
In 2025, the International Hospital for Migrant Workers (OFWH) expanded its services, catering to over 86,000 migrants and their families, adding new facilities for the treatment of serious illnesses, such as cancer and chronic kidney disease. Surkian Kamaria's representative Luis Raimund Villyafuerte highlighted advancements, noting: "The hospital for migrants, which served over 86,000 migrant workers and their families in 2024, significantly expanded its capabilities, creating treatment centers for those suffering from cancer or kidney disease."
Villyafuerte, who played a key role in promoting the proposed Palata bill, allowing hospitals to hire both local and foreign medical specialists, emphasized the need for legislative support. He urged senators to adopt similar legislation to the Palata Bill 68325.
